Pura Belpre Honoree Carmen Agra Deedy and Newbery Honor-book author/illustrator Eugene Yelchin have created a powerful tale that celebrates the spirit of freedom. La Paz is a happy, but noisy village. A little peace and quiet would make it just right. So the villagers elect the bossy Don Pepe as their mayor. Before long, singing of any kind is outlawed. Even the teakettle is afraid to whistle!But there is one noisy rooster who doesn't give two mangos about this mayor's silly rules. Instead, he does what roosters were born to do.He sings: "Kee-kee-ree-KEE!" Carmen Deedy's masterfully crafted allegory and Eugene Yelchin's bright, whimsical mixed-media paintings celebrate the spirit of freedom -- and the courage of those who are born to sing at any cost.
Author Notes
Award-winning children's book author and storyteller Carmen Agra Deedy was born in Havana, Cuba in 1960. She immigrated to the United States with her family in 1963 and grew up in Decatur, Georgia.
Deedy has written Agatha's Feather Bed: Not Just Another Wild Goose Story, Tree Man, The Library Dragon, The Last Dance, The Secret of Old Zeb, The Yellow Star, and Fourteen Cows for America. She has also contributed to National Public Radio's Weekend All Things Considered and Latino USA.
Deedy has performed as a storyteller at venues including the Disney Institute, the New Victory Theater, the Folger Shakespeare Library, and the Kennedy Center and also at the St. Louis Storytelling Festival, the Timpanogos Storytelling Festival, the National Storytelling Festival, the Beyond the Border International Storytelling Festival, the National Book Festival, schools, conferences, and museums.

"Seven very quiet years" after new laws turned the noisy village of La Paz into one as "silent as a tomb," a gallito and his family arrive on the scene. The rooster's crowing enrages the mayor, Don Pepe, who imprisons the rooster in a cage, among other escalating punishments. Deedy (14 Cows for America) uses repeating language to powerful effect, ramping up the stakes while underscoring the gallito's steady determination. "And if you have no more corn?" asks Don Pepe, threatening the rooster with starvation. "I may sing a hungrier song," answers the bird. "But I will still sing." Just when it seems as though the rooster's song will cost him his life, the citizens stage a nonviolent (but very noisy) revolution. Yelchin (Elephant in the Dark) amplifies themes of protest and injustice in vivid mixed-media caricatures that emphasize the rooster's humble nobility in contrast to Don Pepe's sneering autocratic airs. Deedys original story of the noisy village of La Paz has the feel of a well-told folktale--one with plenty of dry wit. It was hard to sleep. It was hard to think. And no one knew what to do. So they fired the mayor. Now they were a very noisy villagewithout a mayor. The texts punchy rhythm creates an engaging storytelling pace. The repressive new mayor, Don Pepe, first outlaws public singing and then follows up with a deluge of ever-stricter laws until La Paz falls completely silent. Seven years pass before change struts into La Paz in the form of a little rooster (gallito). When he wakes up singing Kee-kee-ree-KEE! he initiates a serious standoff with the mayor: Don Pepe chops down the gallitos mango tree, cages him, starves him, and finally threatens to make him into soup. But the gallito sings bravely on, even in the face of impending death (I sing for those who dare not sing--or have forgotten how) until the villagers once again find their voices, and together they sing Don Pepe away. Lively art captures the flavor of the story--both its humor and its more sobering points. The characters faces and postures flash with fear, anger, frustration, stubbornness, and joy. Bright hues and busy page layouts reflect a boisterous La Paz but fade to dull blues and open space when Don Pepe comes into power. Following the narrative arc, the color and energy return with the gallitos arrival and resistance. The story closes with an inspiring authors note encouraging readers and listeners to make themselves heard. In the noisy village of La Paz, a cacophony of baying dogs, crooning mothers, humming engines, musicians, and singers make it hard to hear, hard to sleep, and even hard to think! So Mayor Don Pepe decrees: No Loud Singing in Public, Por Favor. Soon his restrictive laws cause the town to become silent as a tomb. Enter a cocksure rooster with a grandiose blue-and-green tail and an oversize coxcomb, who sings, Kee-kee-ree-KEE! A frustrated Don Pepe throws him in a cage and threatens to kill him, but the rooster refuses to stop singing, encouraging the townspeople to follow suit and drive the disgruntled mayor out of town. Yelchin's colorful and humorous illustrations in mixed media explore folklore traditions replete with quirky whimsy: an oversize Don Pepe tears his hair and gnashes his teeth in frustration at the expressive villagers. K-Gr 2-In the village of La Paz, everyone is constantly singing. So much happy noise eventually causes the townspeople to wish for a little peace and quiet. So they throw out the old mayor and bring in Don Pepe, who guarantees change. In a classic "be careful what you wish for" scenario, Don Pepe delivers on his word and successfully makes singing illegal. For seven years the village remains quiet, until along comes a saucy gallito, who happily crows aloud every morning. Angered, Don Pepe makes it his personal mission to silence the rooster once and for all. He takes away the rooster's food, family, and sunlight and even threatens death, but the gallito still crows, "Kee-kee-ree-KEE!" and eventually inspires the rest of La Paz to join him in his triumphant singing. Don Pepe leaves town, and the villagers return to their loud, joyful ways. Told with a storyteller's flair, the narrative reads like a folktale, while Yelchin's mixed-media illustrations are vibrant and perfectly suit the text.
